International Agreements

The Republic of North Macedonia, to protect its nationals abroad, has concluded international social security agreements with other countries. Those agreements facilitate the nationals of the Republic of North Macedonia employed or staying abroad as well as to their family members to exercise their rights on work- or insurance abroad- base and thus to exercise certain forms of social security (pension and health insurance and etc.).

The Unit for Implementation of International Agreements within the Professional Service of the Pension and Disability Insurance Fund of North Macedonia – Central Office Skopje is competent for implementation of the procedure regarding enforcement of international social security agreements. The following authorized regional unites of the Pension and Disability Insurance Fund of North Macedonia are competent for enforcement of the Social Security Agreements concluded between the Republic of North Macedonia and Former Yugoslav Republics, Croatia, Slovenia, Serbia and Montenegro:

– Branch offices in Skopje, Bitola, Kumanovo, Prilep, Veles, Stip, Tetovo, Gostivar, Strumica, Gevgelija, Probistip, Kocani, Kriva Palanka, Berovo, Ohrid, Struga, Delcevo, Kavadarci, Resen and Kicevo.

1. Social security agreements concluded

The Republic of Macedonia since its independence has concluded and implements Social Security Agreements with the following countries:
– Agreement with the Republic of Croatia, entered into force on 01.11.1997;
– Convention with Austria, entered into force on 01.04.1998;
– Agreement with Turkey, entered into force on 01.07.2000;
– Agreement with the Republic of Slovenia, entered into force on 01.04.2001;
– Convention with Switzerland, entered into force on 1.1.2002;
– Agreement with SR Yugoslavia, entered into force on 1.4.2002;
– Agreement with the Republic of Bulgaria, entered into force on 01.08.2003;
– Agreement with FR Germany, entered into force on 01.01.2005;
– Agreement with Bosnia and Herzegovina, entered into force on 01.04.2006;
– Agreement with Czech Republic, entered into force on 01.01.2007.
– Agreement with the Kingdom of the Netherlands, entered into force on 01.04.2007.
– Agreement with the Republic of Poland, entered into force on 01.07.2007.
– Agreement with the Republic of Romania, entered into force on 1.3.2008.
– Agreement with the Grand Duchy of Luxemburg, entered into force on 01.04.2009
– Agreement with Kingdom of Belgium entered into force on 01.06.2009
– Agreement with the Australia, entered into force on 1.4.2011
– Agreement with the Australia, entered into force on 1.4.2011
– Agreement with the Canada, entered into force on 1.11.2011
– Agreement with the Republic of Montenegro, entered into force on 1.08.2011

2. The following Social security Agreements signed and ratified by the Assembly of the Republic of Macedonia are pending ratification by foreign parliaments

– Agreement with Australia

3. Ratified agreements, pending signature:

4. Countries with which negotiations are ongoing related to social security:

Pending conclusion of new social security agreements, the Republic of Macedonia applies the Agreements assumed from the Former SFRYwith the following countries:
– Former Czechoslovakia
– England and North Ireland
– France
– Italy
– Norway
– Sweden

5. Proposals by the Ministry of Labour and Social Policy for negotiation procedure related to conclusion of social security agreements, in accordance with Article 5(2) of the Law on Conclusion, Ratification and Implementation of International Agreements, and for which the Government of the Republic of Macedonia adopted negotiation conclusions are the following:

– Quebec (conclusion of the Government Commission of 27.07.1998)
– Slovakia (conclusion of the Government of 29.08.2000)
– Republic of Italy (conclusion of the Government of 23.04.2002)
– Republic of France (conclusion of the Government of 23.04.2002)
– Kingdom of Sweden (conclusion of the Government of 23.04.2002)
– Russia
– Uzbekistan

6. Countries with which initiative are to be taken for conclusion of new social security agreements:

– United Kingdom of England and North Ireland
– Norway

7. Countries with which the Former Yugoslavia concluded partial agreements, and the Republic of Macedonia is interested in entire bilateral regulation of the social security therewith:

– Libya and Egypt (Agreement for avoidance of double contribution payment)
– with USA established, in writing, pension reciprocity.

8. Countries with which the Republic of Macedonia is legitimely interested in conclusion of social security agreements, and not concluded by the Former Yugoslavia:

– Countries from the Former USSR (Uzbekistan, Tashkent, Russia and etc.)
– Republic of Albania
